A: Canada is a constitutional monarchy.
Do Canadians elect the prime minister directly?
A: Canadians elect local MPs and the leader of the party with the most members becomes prime minister at the request of the governor general.
Can the governor general nix a PM's request for a new election?
A: The governor general does have the power to refuse the request of a prime minister who no longer has majority support in the House of Commons.
... and your bonus question ... What is a prorogue?
A: 1. To discontinue a session of (a parliament, for example).
2. (in Canada's case) To postpone; defer. Verb: to suspend (parliament) without dissolving it.
