Looks like the graffiti artist had taggers remorse.
After spray painting "I love you", it looks like they filled in the spaces after the fact with "will always" in an attempt to give their message more impact as a tribute to Whitney.

In my family, turning 21 is a bit of a big deal. It means you are officially an adult and although his birthday isn't until tomorrow, we got together last night at my sisters house to celebrate my nephew Aaron's birthday.
